Le projet, mis en place et animé par N.Katerji depuis 1995, rassemble dans un cadre institutionnel des chercheurs appartenant à trois organismes nationaux : INRA (EGC), Istituto Sperimentale Agronomico de Bari – Italie (INRA-Bari), et Wageningen University (Sub-department Water Resources) ; et deux organismes internationaux : Institut Agronomique Méditerranéen de Bari (IAM-B) du Centre International de Hautes Etudes Agronomiques Méditerranéennes (CIHEAM), et l’International Center for Agriculture Research in the Dry Areas (ICARDA), dont le siège se trouve à Alep en Syrie.

Le projet est doté d’un Comité Scientifique, d’un animateur et d’un budget (100 k€ /an) assuré entièrement par les partenaires. Les principaux thèmes scientifiques qui structurent l’activité du groupe sont : (1) l'impact des stress hydriques (particulièrement salin) sur la productivité des plantes, (2) l'étude des consommations en eau des cultures en conditions de contrainte hydrique, (3) l’amélioration de l’efficience de l’utilisation de l’eau chez les cultures méditerranéenne, et (4) la modélisation de la productivité des cultures en condition de contrainte hydrique d'origine diverse (saline, limitation des ressources hydriques). Le premier thème de recherche conduit à introduire la propriété chimique de l’eau dans les travaux de recherche sur la sécheresse édaphique. Il s’agit d’une action de recherche novatrice qui comble une lacune, car elle fait partie des thèmes de recherche orphelins à l’INRA (cf. l’expertise sécheresse, réalisée en 2006, par l’INRA). Les trois autres thèmes permettent de développer, en condition de contrainte hydrique sévère et prolongée, des activités de recherche menées au sein de l’INRA.
